have developed and are supported.

A study by Bob Marshall and Richard Macfarlane assessing the role of ILMs as part of national and local employment strategies in Britain, specifically looking at the rationale for the ILM approach, identifing what makes a successful ILM work and why, examining the outputs and value of ILMs relative to other labour market initiatives, and providing a framework for policy making.

Moving people from long-term unemployment to sustained work is one of the main challenges facing policy-makers and practitioners in Britain today. The intermediate labour market (ILM) model of waged work in specially created temporary jobs is one tool being used to achieve this. Bob Marshall and Richard Macfarlane have looked at the scale and range of ILMs in operation, what works and why, and value for money issues.

New Deal for Communities: The National Evaluation Intermediate Labour Markets Final Report

As part of the strategy to alleviate worklessness in disadvantaged areas, New Deal for Communities (NDC) have established Intermediate Labour Market programmes (ILMs). Offering waged work placements in the public, private and third sectors, in-house and workplace training, job search and tailored personal support, ILMs seek to provide a multifaceted solution to a multi-dimensional problem. This report updates and supplements the initial findings from research undertaken with three case study ILM projects within NDC areas.
